Lesser Antilles. Curacao chose a US company to restart a refinery; and the IMF visited the Bahamas and Barbados.


South America’s Caribbean Coast. Amerisur found black gold in Colombia; Guyana will receive 75% of Hess's 2019 budget; and Citgo is in trouble again.
